A member of the Parlamentary committee for civilian monitoring of secret services, Zoran Grgić, has announced that he is filing a criminal charge, as well as an application to parlamentary president Josip Leko, regarding the events that took place at St. Mark's Square on Thursday and Friday

"On May 28th, I was on my way to the Parlament building due to the commitments I had as a member of the Committee for civilian monitoring of secret services. A colleague from the Vinkovačka TV pointed out the protests of the "Imunološki". Having found this to be an interesting subject for the citizens of the Republic of Croatia, I remained there to report. As an independent analyst, I occasionally write for the print media, and I also publish in electronic media. I used to be a political prisoner myself, a volunteer of the Croatian War of Independence, and a 50% disabled war veteran, the following description may sound empotional, but it is nonetheless true.

I have spent the 28th and 29th in the company of the protesters, and I can confirm the events that took place at St. Mark's Square as a first-hand witness. Some media reported the truth, but the majority didn't.

While I was passing by and watching the feast, I wondered what Veljko Marić was having for lunch in his Serbian prison, and who was to blame for that.

While workers and war veterans protested in the square, the finale of the three-day visit of Serbian parlamentary deputees was taking place in the Parlament. They were having lunch in the "Crystal Hall", the most beautiful of all, which is rarely open for guests. What did they do to deserve such an honor - and a four-course menu - I don't know, but it is a fact that Croatian tax payers paid for it. Per usual protocol, such visits last half a day, not three, and lunches are avoided in order to save mnoney. While I was passing by and watching the feast, I wondered what Veljko Marić was having for lunch in his Serbian prison, and who was to blame for that.

In order to hide the visit from the Croatian public, the Serbs were driven in with a civilian mini-bus with Belgrade plates, carefully watched by the police, hidden in the shadow of St. Mark's church. The war veterans intended to wait for the prime minister to receive them, and to point out the well-known fact of disdain shown towards war veterans, and the destruction of whatever was created during the War of Independence. Should the prime minister ignore them, as he usually does, they intended to passively protest and let the police carry them off the square, thus signifying the destruction of our homeland.

Neither resistance nor violence were planned, and so the government was expected to act in a civil manner. It was all supposed to end with minor charges regarding public order, and the image of disabled war veterans being carried off the square.

From an analytic point of view, the group of protesters posed absolutely no danger to anyone

There were some twenty disabled war veterans there, some of them paraplegic, some of them amputees, and around ten women who cared for them, along with a similar number of men, all of them war veterans, who helped carry the wheelchairs and the disabled persons themselves. From an analytic point of view, the group of protesters posed absolutely no danger to anyone. I have to emphasize that I have spent 12 years as a member of the Parlament, and that I am familiar with security measures, the people and the safety mechanisms of the buildings of government, the constitutional court, and the parlament. Due to obvious reasons, I'm not allowed to publish details, but i will be glad to witness the secret details at parlamentary sessions closed to the public. But as a safety expert, I claim that this small group of desperate people never endangered anyone.
In the afternoon, there was an obvious mass gathering of a disproportionately huge number of armed police forces. The protesters were informed that the police planned to close off St. Mark's Square, that they would send away the media and the citizens, and brutally attack the disabled. I have checked on the Zrinjevac workers who brought in the metal fences at the Upper City entrances, and I photographed them. I have sent the photos to "Večernji list", who published them on their website, but the police force numbers kept growing.
We were also informed that a part of the disabled protesters were to be "sent to and accomodated in" the psychiatric institute Vrapče. Since this is an ancient Stalinist method of disposing of political opponents, and such cases are already known to the public through colonel Kakarić and other bothersome witnesses who were healthy, yet forcefully sent there and medicated against their will, I informed a non-governmental organisation about this possibility.

Having estimated the situation as particularly dangerous, and the forthcoming incident as inevitable, perhaps even dangerous for the lives of the disabled veterans and otherwise indivertible (especially after I got word of police forces heading to Zagreb from all over Croatia, including the police of the Vukovarsko-Srijemska county, which includes a number of rehabilitated chetniks, which eventually turned out to be true!), I suggested to the war veterans that they should look for shelter inside St. Mark's church, which is exterritorial like any other religious temple in the Republic of Croatia.

Until that point, the war veterans considered protecting the disabled by positioning them against the church walls, and the rest of them, including women, were supposed to protect them from beatings. I hereby claim that there were no planned activities on part of the disabled and their entourage, and they posed no threat to anyone!

In my last attempt to gain public attention and to calm down the situation, I called the bishop, who immediately arrived at the square. His words of support were welcome but, sadly, most of the media boycotted the events. Half an hour before the expiry of the ultimatum the police gave the protesters, I tried to open the gates to the church's southern entrance, which was supposed to be unlocked. To my surprise, they were locked... but then I noticed a small piece of wood that was blocking the lock. I want to believe that this was simply random, that it wasn't intentionally put there by someone!

In any case, I managed to unlock the gate with the help of a war veteran, when the vicar arrived and opened the other gate as well. What followed was partially shown on TV. The war veterans retreated into the church before 10 P.M., and three priests arrived in order to join them in prayer. What it is that makes "Hail Mary" so dangerous to the Croatian constitutional order, I don't know, but the police attacked the church three times until they managed to break through.

To begin with, a policeman gave an "order" in Serbian:

"I order you to walk away. Unless you follow the order, we will apply forceful methods." the police commander said in his third warning. Since the official language of the Republic of Croatia is Croatian, and any order issued in Serbian cannot be valid, the disabled and the veterans laughed it off. Those from Vukovar were reminded of the time they spent in prisoner camps, and they even recognized some "rehabilitated" militia men from the former SAO Krajina. Whether it is reasonable to send such people off on a police intervention - well, it remains to be discussed in a forthcoming parlamentary investigation, or at least I hope so! There were other obvious criminal offences, such as abuse of power.

The police applied brutal and egregious force and, on entering the church, they were mercilessly beating the veterans who were already lying on the floor. They tried to drag Mr. Klemm out of the church. As an independent expert, I must emphasize some of the details. Upon entering the church, I advised the disabled to leave the parasols, benches and chairs outside, so the police wouldn't misinterpret them as weapons and use them as an excuse to act upon that misinterpretation. They heeded my advice. Next, an armed policeman wearing a helmet is virtually invulnerable, and the only way to stop them is to raise their visors, thus leaving parts of the head and the neck exposed. Had the veterans and the disabled intended to fight, they would have aimed for the eyes. Instead, all they did was to use their open palms to prevent the police from entering the church any further than they already did. In any given situation, this method is the least dangerous for the health of the policemen.

If a policeman would receive a punch in the neck, he would fall, but they kept standing. Alas, it was entirely benign and symbolic compared to the force applied by the police. I would like to emphasize that the disabled and the veterans who were inside the church simply prayed and sang. They never even moved the benches to build a barricade. Quite the opposite, they stoically withstood the beating.

A moment later, the Franciscan monks arrived and joined the priests in creating a buffer zone, protecting the weak against further brutality. The night proceeded in a slow, cold and rough manner in the absence of basic hygiene items which are indispensable for amputees an d paraplegics. Before next evening, they all suffered from decubiti. It seems undignified to talk about it, but women and men took terms using two simple plastic bowls as toilet bowls.

The police prevented food delivery, and only a small amount of medication and blankets were allowed into the church. Internet and cell phone connections were obstructed, but people somehow managed to inform their relatives and friends all over the country about their situation, and they started arriving to help deblock the protesters. Let us emphasize that a long-term blockage without medication, food and adequate care would cause sepsis, organ failure and death in the worst of cases! The police continued blocking the church during the next day, and some civilians and parlament members attempted to break through and deliver some food and personal hygiene items.

In the morning of the 29th, citizens were not allowed to enter the church to celebrate the Holy Mass, and Mr. Paško Glasnović (86 years of age), who managed to enter and attend the service, was later checked for identification by two armed policemen. I don't know what their basis for threatening a senior citizen was, because it was obvious that the elderly gentleman was barely able to walk due to an illness, and he certainly posed no threat to the constitutional order of the Republic of Croatia.

I have noticed that two parlamentary members of the Social-Democratic party, Ms. Mulić and Mr. Vidić, engaged in a lengthy conversation with the police forces. I hope that an independent investigation will clarify why they weren't checked for identification and removed like all other citizens.

To conclude, I believe that the way the police and government acted was unconstitutional, inadequate and uncivilized. Most media failed the test of truth, apart from a few exceptions whom I wish to thank. I would like to use this opportunity to express my gratitude to the bishops who intervened in this situation, and to all the priests who wouldn't be separated from their people. If the manner in which the police acted, and let me remind you that it was unconstitutional and against the law, and danger is imminent and otherwise indivertible, then no one should be subject to it. This makes the way the veterans (both those besieged inside the church and those who came to their help) acted perfectly lawful, both ethically and legally!"

Član saborskog vijeća za civilni nadzor tajnih službi: Bio sam u crkvi sv. Marka, policija je brutalno i neustavno koristila silu!

Član saborskog Vijeća za civilni nadzor tajnih službi, Zoran Grgić, najavio je da priprema kaznenu prijavu i predstavku predsjedniku Sabora Josipu Leki zbog događaja koji su se u četvrtak i petak dogodili na Markovom trgu.

"Dana 28 V o. g. krenuo sam u zgradu Sabora zbog obaveze koje imam kao član Vijeća za građanski nadzor sigurnosno-obavještajnih agencija. Kolega s Vinkovačke TV skrenuo mi je pozornost na prosvjed 'Imunološkog' te sam procjenjujući temu kao zanimljivu za interese građana RH ostao izvještavati. Kao neovisni analitičar povremeno pišem za tiskane medije te istupam u elektroničkim. I sam sam politički zatvorenik, dragovoljac Domovinskog rata i 50% HRVI, zato je možda opis koji slijedi emotivan, ali time ništa manje istinit.

Proveo sam 28. i 29. s prosvjednicima te kao svjedok 'iz prve ruke' mogu posvjedočiti o događajima s trga sv Marka. Pojedini mediji prenijeli su istinu, većina pak ne.

Prolazeći i gledajući te bakanalije upitao sam se što sad ruča Veljko Marić u srbijanskom zatvoru i tko je za to odgovoran?

Dok su radnici i branitelji prosvjedovali na Trgu u Saboru je trajalo finale trodnevnog posjeta srbijanskih parlamentaraca sa svečanim ručkom u najljepšoj, 'Kristalnoj dvorani' koja se iznimno rijetko otvara za goste. Čime su zaslužili takvu počast i ručak s četiri slijeda, ne znam, ali činjenica, sve to su platili porezni obveznici RH. Inače, protokolarno, posjeti traju pola dana, a ne tri, a ručkovi se načelno izbjegavaju zbog štednje. Prolazeći i gledajući te bakanalije upitao sam se što sad ruča Veljko Marić u srbijanskom zatvoru i tko je za to odgovoran?

Kako bi se posjet sakrio od hrvatske javnosti, Srbi su dovoženi civilnim mini-busom BG registracija koji je pomno čuvala policija, sakriven u sjeni crkve sv. Marka. Namjera branitelja bila je čekati da ih primi predsjednik Vlade, te skrenuti pozornost na već poznatu problematiku omalovažavanja branitelja, ali i rastakanja onog što smo u Domovinskom ratu stvorili. Ukoliko ih po običaju predsjednik Vlade ignorira, pasivnim građanskim neposluhom namjeravali su pustili da ih policija odnese s Trga te na taj način skrenuti pozornost javnosti na uništavanje jedine nam Hrvatske.

Nikakav otpor, a kamo li sila nisu bile planirane, te se očekivalo i uljuđeno ponašanje Vlade. Sve je trebalo završiti prekršajnom prijavom za remećenje javnog reda i mira i slikom odnošenja invalida.

U skupini je bilo dvadesetak teških invalida, što paraplegičara što amputiraca te desetak žena koje su se za njih brinule te isto toliko muškaraca, dragovoljaca iz rata koji su pomagali nositi kolica i invalide. Skupina je, analitički gledano predstavljala apsolutno nikakvu sigurnosnu opasnost za bilo koga. Naglašavam kako već 12 godina obnašam dužnost u Saboru, te su mi dobro poznate sigurnosne mjere, ljudstvo i mehanizmi zaštite zgrada Vlade, Ustavnog suda i Sabora. Iz razumljivih razloga, javno ne mogu iznositi detalje, ali ću rado posvjedočiti na zatvorenim sjednicama Saborskih tijela detalje koji su tajni, no odgovorno tvrdim, kao ekspert za sigurnost, ta grupica očajnih ljudi nije ugrožavala.

U poslijepodnevnim satima postalo je očigledno gomilanje nerazmjerno velike sile interventne policije u oklopima. Do prosvjednika je došla informacija o namjeri zatvaranja Markovog trga, pražnjena od medija i građana te brutalnog juriša interventne policije na invalide. Provjerio sam, i snimio radnike 'Zrinjevca' kako dovoze metalne ograde na prilazima Gornjem Gradu. Fotografije sam proslijedio 'Večernjaku' koji ih objavljuje na web stranici, ali gomilanje policijske sile ne prestaje.

Pristigla je i informacija kako se u bolnici Vrapče priprema „prihvat i smješta" jednog djela bolesnika. Kako je 'psihuška' (zatvaranje političkih protivnik na psihijatriju) stara staljinistička metoda, a javnosti su već poznati slučajevi poput pukovnika Kakarića drugih neugodnih svjedoka koji su pravi-zdravi prisilno hospitalizirani i protu-voljno šopani medikamentima upozorio sa jednu udrugu civilnog društva na tu mogućnost.

Predložio sam braniteljima sklanjanje u Crkvu sv. Marka koja je kao i svaki drugi objekt bogoslužja u RH djelomično eksteritorijalna

Cijeneći situaciju kao iznimno opasnu, a predstojeća stradanja kao neizbježna, možda i po život invalida opasna, a na drugi način neotklonjiva, posebice kada je pristigla informacija kako prema Zagrebu kreću jake snage interventne policiji iz svih krajeva Hrvatske, uključujući i one iz Vukovarsko-srijemske gdje ima dosta rehabilitiranih četnika (što se kasnije pokazalo točnim!) predložio sam braniteljima sklanjanje u Crkvu sv. Marka koja je kao i svaki drugi objekt bogoslužja u RH djelomično eksteritorijalna.

Dotada su branitelji razmatrali opciju da se 100% invalide skloni do zida crkve, a ostali uključujući i žene da ih zaklone od batinanja. Odgovorno tvrdim, nikakvog planskog djelovanja invalida i njihove pratnje tamo nije bilo niti su predstavljali opasnost zabilo koga!

U zadnjem pokušaju skretanja pozornosti javnosti i smirivanja situacije, pozvao sam o. biskupa koji se odmah odazvao i došao na Markov trg. Njegove riječi potpore i umirenja dobro su došle, ali nažalost većina medija je jednostavno bojkotirala događa. Pola sata prije isteka ultimatuma koji je policija dala braniteljima, pokušao sam otvoriti južni ulaz u Crkvu sv. Marka koji je trebao biti otključan. Na moje veliko iznenađenja, vrata su bila nepomična. I bila su, ali... uočio sam mali komad drveta koji je blokirao jezičak brave. Želim vjerovati kako je tamo upao slučajno, a nekako ga je neki žbir ubacio!

Tek, uspio sam deblokirati vrata uz pomoć jednog branitelja, a pristigao je i župnik, te su oba krila otvorena. Što je uslijedilo, vidjeli smo djelomično na TV-u. Branitelji su se prije 22h povukli u prostor Crkve, a pristigli su i tri svećenika te poveli molitvu. Što je to u 'Zdravo Marijo' tako opasno po ustavni poredak RH ne znam tek policija je tri puta krenula na juriš i ušla u Crkvu sv. Marka.

Prvo je na srbijanskom jeziku putem megafona policajac izdao 'naređenje'.

'Naređujem vam da se raziđete. Ukoliko ne postupite po naređenju uporabit ćemo sredstva prisile', kazao je u trećem upozorenju policijski zapovjednik. Kako je u RH u upotrebi hrvatski jezik, a svaka 'zapovijed' izdana na srpskom nevažeća, invalidi i branitelji smo su se nasmijali na tu provokaciju. Vukovarci su se prisjetila dana u logoru, prepoznati su i pojedini 'rehabilitirani' SAO krajina milicajci. Je li mudra odluka poslati baš takve na intervenciju ostaje razmotriti u Saborskoj istrazi koja će uslijediti – nadam se! Očigledno ovdje postoje i druga kaznena djela poput zloupotrebe ovlasti i položaja.

Policija je upotrebljavala brutalnu i prekomjernu silu i ulazeći u crkvu nemilosrdno tukla branitelj koji su već ležali na podu. Pokušali su izvući g. Klemma van. Ovdje moram naglasiti neke detalje kao neovisni expert. Prilikom ulaska u Crkvu savjetovao sam invalidima da suncobrane, klupe i stolice ostave vani kako policija ne bi imala izliku za djelovanje jer se isti mogu lažno prikazati kao hladno oružje – poslušali su me. Drugo, policajac u oklopu i kacigi ne ranjiv je, jedini način zaustavljanja je podići mu vizir i zaustaviti izložen dijelove glave i vrata. Da su branitelji i invalidi borbeno djelovali, išli bi na oči, ali su samo ispruženom rukom zaustavili daljnja napredovanje u Crkvu! To je u zadanoj situaciji najmanje opasan i po zdravlje policajca bezopasan postupak.

Kada bi primjerice bio primijenjen udarac u vrat policajac bi pao, ovaj je ostao stajati, dakle potpuno benigno i simbolično s obzorom na brutalnu silu koju je koristila policija. Naglašavam kako su invalidi i branitelji u Crkvi samo sjedili u klupama molili i pjevali, te nisu čak niti pomakli klupe kako bi napravili barikadu, nego su stoički trpili udarce.

Nešto kasnije pristigli su i franjevci te s nazočnim svećenicima u crkvi nastavili održavati tampon-zonu, u biti štiteći nejače unutra od daljnje brutalnosti. Noć je odmicala sporo, hladno i teško, posebno bez najnužnijih higijenskih potrepština tako prijeko potrebnih amputircima i paraplegičarima. Do sutradan navečer svi su imali dekubitus. Ružno za reći, ali muškarci i žene su na smjenu vršili nuždu u dva lavora u sakristiji!

Policija je onemogućavala dostavu hrane, jedva je propušteno nešto lijekova i nedovoljno deka. Internetski signal ako i mob. veze su ometane, ali uspjelo se dojaviti situaciju rodbini i prijateljima koji spontano u cijeloj zemlji kreću na deblokadu. Naglasimo, dugotrajna blokada bez lijekova i hrane te adekvatne skrbi izazvala bi kod najtežih sepsu, zakazivanje organa i smrt! Blokada se a nastavila i sutradan, a pojedini gađani i zastupnici pokušavali su protrčati i dostaviti hranu i higijenske potrepštine.

Ujutro 29. svibnja na misu u 7. 30 građani nisu puštani, a g. Paško Glasnović (86 god.) koji je uspio ući i nazočiti misi, nakon toga je legitimiran od dva interventan policajca u oklopu. Što je osnov za tako zastrašivanje starca nije mi poznato jer se zbog bolesti kreće polako te sigurno ne predstavlja opasnost za ustavni poredak RH.

Primijetio sam i zastupnike SDP-a gđicu Mulić i g. Vidića u podužoj komunikaciji s snagama policije. Zašto nisu legitimirani i uklonjeni kao i svi drugi građani, otkriti će nadam se neovisna istraga.

Zaključno, držim kako je postupanje odgovornih u policiji i Vlade u cjelini dogovorno za njega bilo neustavno, neadekvatni i necivilizirano. Velika većina medija pala je na ispiti istinitosti, uz časne izuzetke kojima se i ovom prilikom zahvaljujem. Koristim priliku zahvaliti se očevima biskupima koji su se angažirali u tako teškoj situaciji i svim svećenicima koji se nisu odvajali od svog naroda. Ukoliko je postupanje policije, podsjećam neustavno i nezakonito, a opasnost neposredna i na drugi način neotklonjiva, nitko nije dužan podvrgavati se istom. Time je etički, ali i pravno postupak branitelja, kako onih opkoljenih u Crkvi, tako i onih koji su ih krenuli deblokirati potpuno zakonit!"
